Ref.: Railway Board’s letters No.2019/LMB-I/4/2 dated 18.05.2021 and 29.06.2021
Kindly call for AIRF’s communication dated 3rd June, 2021 on the above subject matter. The issues raised in our aforesaid letter have not been given due cognizance while replying to this federation vide Railway Board’s letter supra dated 29.06.2021.
We fail to understand, as to what has necessitated handing over of Sport Complexes/Stadiums and Indoor Stadiums, located in the heartland of the cities of 15 Zonal Railways and Production Units, to RLDA for techno-economic feasibility study for commercial development, whereas, the same are being properly utilized and helping a lot in development of the Sportspersons in the Indian Railways. Not only this, but also Railway Employees and their family members residing nearby are making use of these Stadiums/Sport Complexes and Indoor Stadiums for their physical fitness in different manners. Apart from this, most of these Stadiums/Sports Complexes are located in the heartland of the cities with precious land cost.
Railway Board’s reply does not satisfy our apprehensions, as such, a Joint Meeting may be convened to discuss the issue with your goodself before taking any further action in the matter.
This may please be treated as “Most Urgent” as deep sense of frustration and resentment is brewing among the Railwaymen of those areas where these Stadiums/Sport Complexes and Indoor Stadiums, proposed to be handed over to RLDA for commercial utilization, are located.

Breath Analyser Testing and Biometric Verification of Running Staff during signing on/off in the backdrop of COVID-19 Pandemic

Sub: Breath Analyser Testing and Biometric Verification of Running Staff during signing on/off in the backdrop of COVID-19 Pandemic
Ref.: Railway Board’s letter No.2016/M(L)/467/1 dated 28.04.2021
Railway Board vide their letter supra dated 28.04.2021, addressed to the General Managers of all the Indian Railways, had extended the date of relaxation from Breath Analyser Test and Biometric Verification of Running Staff, with due approval of the respective General Managers, up to 30.06.2021.
Since COVID-19Pandemic is still continuing and Scientists and Medicos are also apprehending the third wave, which may be more contagious and infectious due to mutation of the Coronavirus to Delta Plus Variant, it would be quite appropriate that, relaxation from Breath Analyser Test and Biometric Verification of Running Staff be extended at least up to 31st December, 2021 or until the present COVID-19 Pandemic is over.
This may kindly be treated as “Most Urgent”.

AIRF का प्रतिनिधि मंडल रेलमंत्री से मिला रेल की तरक्की में कर्मचारी मंत्रालय के साथ : शिवगोपाल मिश्रानई दिल्ली 8 जुलाई ! ऑल इंडिया रेलवे मेंस फेडरेशन के महामंत्री शिवगोपाल मिश्रा की अगुवाई में आज यूनियन नेताओं के एक प्रतिनिधि मंडल ने नए रेलमंत्री अश्वनी वैष्णव से शिष्टाचार मुलाकात की और उन्हें रेलमंत्रालय का कार्यभार संभालने पर शुभकामनाएं दी ! महामंत्री ने रेलमंत्री को आश्वस्त किया कि रेलवे के विकास और तरक्की में भारतीय रेल के कर्मचारी पूरी ताकत लगा देंगे !इस दौरान महामंत्री शिवगोपाल मिश्रा ने कहाकि रेल कर्मचारी सरकार की कुछ नीतियों को लेकर विरोध कर रहे है ,उन्होंने कहाकि आज ऐसे काम भी संविदा पर कराए जा रहे है, जिसके लिए कर्मचारी नियुक्त है और वे बेहतर परिणाम भी दे रहे है ! महामंत्री ने कहाकि फेडरेशन निगमीकरण का सख्त विरोधी है , इस पर कोई भी फैसला लेने से पहले हर मुद्दे पर फेडरेशन के साथ विमर्श किया जाना जरूरी है !महामंत्री ने कहाकि एक्ट अप्रेंटिस की नियुक्ति का मामला काफी समय से लंबित है, इस पर कई दौर की वार्ता हो चुकी है , लेकिन आज तक इस मामले में अंतिम फैसला नही हो सका है ! नोंजवान जवान अप्रेंटिस इस समय काफी परेशान है , इसलिए इन डबल सिकल्ड बच्चो को तत्काल नोकरी दी जानी चाहिए !महामंत्री ने नए रेलमंत्री के साथ NPS पर भी विस्तार से चर्चा की और कहाकि फेडरेशन की मांग है कि न्यू पेंशन स्कीम को समाप्त कर तत्काल पुरानी पेंशन को लागू करने के प्रयास तेज होने चाहिए ! महामंत्री ने प्रिंटिंग प्रेस को बंद किए जाने के मसले पर भी बात की ! इसके अलावा महामंत्री ने तमाम नए मसलो पर भी रेलमंत्री से चर्चा की और कहा कि हम सभी जल्दी ही कर्मचारियों की समस्याओं पर विस्तार से चर्चा करेंगे !इस प्रतिनिधि मंडल में MCF जोनल सेक्रेटरी एल एन पाठक, महामंत्री के विशेष कार्याधिकारी बी पी चौधरी, NRMU दिल्ली मंडल मंत्री अनूप शर्मा, हेडक्वार्टर मंडल मंत्री संजीव सैनी और लेखा मण्डल मंत्री उपेंद्र सिह शामिल थे !

Cabinet approves increase in Dearness Allowance and Dearness Relief

The Cabinet Committee chaired by the Hon’ble Prime Minister Shri Narendra Modi today has approved increase the Dearness Allowance to Central Government employees and Dearness Relief to pensioners with effect from 01.07.2021 to 28% representing an increase of 11% over the existing rate of 17% of the Basic Pay/Pension.
In view of the unprecedented situation which arose due to the COVID-19 pandemic, three additional instalments of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners, which were due from 01.01.2020, 01.07.2020 and 01.01.2021, had been frozen.
Now, the Government has decided to increase the Dearness Allowance to Central Government employees and Dearness Relief to pensioners with effect from 01.07.2021 to 28% representing an increase of 11% over the existing rate of 17% of the Basic Pay/Pension. The increase reflects the additional instalments arising on 01.01.2020, 01.07.2020 and 01.01.2021. The rate of Dearness Allowance/Dearness Relief for the period 01.01.2020 to 30.06.2021 shall remain at 17%

Subject: Revised rates of Dearness Allowance to Central Government employees w.e.f. 01.07.2021.
The undersigned is directed to refer to this Ministry’s Office Memorandum No. 1/1/2020-E-I| (B) dated 23.04.2020 vide which instalments of Dearness Allowance to Central Government employees due from 01.01.2020, 01.07.2020 and 01.01.2021, were frozen and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 17% to 28% of the basic pay with effect from 1st July, 2021. The increase subsumes the additional instalments arising on 01.01.2020, 01.07.2020 and 01.01.2021. The rate of Dearness Allowance for the period from 01.07.2020 till 30.06.2021 shall remain at 17%.
2. The term “basic pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7″ CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.
3, The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).
4 The payment on. account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.
5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.
6. In their application to the persons belonging to Indian Audit and Accounts Department, these orders are issued under Article 148(5) of the Constitution and after consultation with the Comptroller & Auditor General of India.

GOOD NEWS – WITH PERSISTANT EFFORTS OF AIRF, CABINET APPROVES 78 DAYS BONUS FOR RAILWAY STAFF
The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today approved the Productivity Linked Bonus (PLB) equivalent to 78 days’ wages for the financial year 2020-21 for all eligible non-gazetted Railway employees (excluding RPF/RPSF personnel).
The financial implication of payment of 78 days’ PLB to railway employees has been estimated to be Rs.1984.73 crore. The wage calculation ceiling prescribed for payment of PLB to the eligible non-gazetted railway employees is Rs.7000/- p.m. The maximum amount payable per eligible railway employee is Rs. 17,951 for 78 days.
About 11.56 lakh non-gazetted Railway employees are likely to benefit from the decision. Payment of PLB to eligible railway employees is made each year before the Dusshera/ Puja holidays. The decision of the Cabinet shall be implemented before the holidays for this year as well.
The PLB amount of 78 days’ wages were paid for the financial years from 2010-11 to 2019-20. For the year 2020-21 also PLB amount equivalent to 78 days’ wages will be paid which is expected to motivate the employees for working towards improving the performance of the Railways.
The Productivity Linked Bonus on Railway covers all non-gazetted railway employees (excluding RPF/RPSF personnel) who are spread over the entire country.
Method for calculating PLB:
a) The PLB has been paid as per formula approved by the Cabinet in its meeting held on 23.9.2000 for the years 1998-99 to 2013-14 (except 2002-03 to 2004-05 when slight changes were done with respect to Capital Weightage and Staff Strength). This formula was input : output based where output was reckoned in terms of equated net tonne kilometres and input was reckoned as the non-gazetted staff strength (excluding RPF/RPSF personnel) modified by Capital Weightage.
b) For the financial year 2012-13, PLB for 78 days was approved as a special case with the condition that the formula for PLB would be revisited keeping in view the recommendations of the Sixth CPC and the views of the Ministry of Finance. Consequently, the Ministry of Railways constituted a Committee to evolve a new formula.
c) The Committee recommended that weightage to both the formula of year 2000 and die new formula based on Operation Ratio (OR) may be in the ratio of 50 : 50. This formula ensured equal representation to the productivity in terms of physical parameters as well as financial parameters. The formula recommended by the Committee has been used for calculation of PLB from 2014-15 to 2019-20.
Background:
Railways were the first departmental undertaking of the Government of India wherein the concept of PLB was introduced in the year 1979-80. The main consideration at that time was the important role of the Railways as an infrastructural support in the performance of the economy as a whole. In the overall context of Railway working, it was considered desirable to introduce the concept of PLB as against the concept of Bonus on the lines of ‘The Payment of Bonus Act -1965’. Even though the Payment of Bonus Act does not apply to the Railways, yet the broad principles contained in that Act were kept in view for the purpose of determining the “Wage/Pay Ceiling”, definition of ‘Salary’/’Wage’, etc. The PLB Scheme for the Railways came into force from the year 1979-80 and was evolved in consultation with the two recognized Federations namely, All India Railwaymen’s Federation and National Federation of Indian Railwaymen and with the approval of the Cabinet. The scheme envisages a review every three years.

GS/AIRF visited residence of Lok Nayak Jaya Prakash Narayan, who was also President of AIRF, in Patna along with GS/ECRKU and other comrades of the union, on 11th October, 2021, to pay homage to the great leader during AIRF WCM held in Patna on 11-12 October, 2021. रेलवे निजीकरण से कर्मचारी की छंटनी हुई तो देशभर में होगा चक्का जाम: शिव गोपाल
भारतीय रेल देश की लाइफ लाइन है। रेलवे की विकास से ही देश का विकास जुड़ा है। रेलवे का निजीकरण किसी भी कीमत पर बर्दाश्त नहीं किया जाएगा। यह बातें ऑल इंडिया रेलवे फेडरेशन (एआईआरएफ), नई दल्लिी के महामंत्री शिव गोपाल मश्रिा ने शनिवार को जमालपुर के नेशनल इंस्टीच्यूट परिसर में आयोजित ईस्टर्न रेलवे मेंस यूनियन (ईआरएमयू), कोलकाता के तीन दिवसीय 15 वें द्विवार्षिक खुला अधिवेशन में कही।
श्री मश्रि ने कहा कि ने कहा कि रेलवे निजीकरण से कर्मचारियों की हकमारी से इंकार नहीं किया जा सकता है। फिलहाल रेलवे बोर्ड के चेयरमैन और रेलमंत्री ने रेलवे निजीकरण से कर्मचारियों की हकमारी नहीं होने का वादा किया है। अगर ऐसा नहीं होता है तो पूरे देश में चक्का जाम किया जाएगा। उन्होंने कहा कि रेलवे एक्ट अप्रैंटिस बेरोजगारों को जल्द जल्द से रेलवे में समायोजित किया जाएगा। इसके लिए रेलवे बोर्ड पर एआईआरएफ दबाव बनाने में जुटा है। उन्होंने कहा कि रेल इंजन कारखाना जमालपुर में इलेक्ट्रिक लोको का पीओएच कार्य जल्द प्रारंभ होगा। कारखाना में अब 175 टन हाईड्रोलिक क्रेन नर्मिाण भी होगा। श्री मश्रि ने कहा कि डीजल शेड जमालपुर और रेल इंजन कारखाना जमालपुर को बंद करने की साजिश नाकाम हो गयी है। अधिवेशन की अध्यक्षता ईआरएमयू के केंद्रीय कार्यकारी अध्यक्ष सुधीर रॉय ने की। संचालन महामंत्री अमित घोष ने किया।अधिवेशन में ईआरएमयू के 99 वें वर्षगांठ मनाने के लिए ईआरएमयू केंद्रीय कमेटी के करीब 500 पदाधिकारी व सदस्य अपनी उपस्थिति दी है। मौके पर विशष्टि अतिथि के रूप में एआईआरएफ के उपाध्यक्ष सह ईसीआरकेयू के महामंत्री एसएनपी श्रीवास्तव, एनएफआरएमयू के महामंत्री आशीष वश्विास सहित विभन्नि जोन के यूनियन नेता सहित केंद्रीय पदाधिकारी मौजूद थे
