Research Centre for Workers

 

NEW DELHI-10TH MAY 2016

 

All India Railwaymen’s Federation has stepped into a new era. With the new challenges and working scenario, it is high time to equip the working class. Accordingly the Research Centre in the name of Com. Umrao Mal Purohit has been inaugurated by  Hon’ble Railway Minister Mr. Suresh Prabhakar Prabhu, today on 10.05.2016 in All India Railwaymen’s Federation office complex, 4 State Entry Road, New Delhi.  This Comrade Umrao Mal Purohit Research Centre is going to prove a mile stone in the history of Labour movement as all kind of Research work related to Trade Union Movement in India as also in foreign countries, with database nationally as well as internationally will be fruitful for railwaymen as well as Rail Industry.

While inaugurating the Research Centre, the Hon,ble Railway Minister Shri Suresh Prabhakar Prabhu said that the centre will definitely do innovative work in the Trade Union fields and shall strength our working class that will also reflect an our economic growth.

Welcoming guests and others on this occasion Shri Rakhal Das Gupta, President, All India Railway Men’s Federation said that AIRF has a glorious history of struggle, sacrifice and victory.

Expressing his views on this occasion Shri Shiva Gopal Mishra, General Secretary, All India Railway Men’s Federation said that “I can see my long awaited dream turns into reality, I always believe to walk with the time, this is the Digital era, hence, without knowledge and awareness we cannot strengthen our roots and grow up”. Shri Mishra  further added that data’s and research will not only  strengthen union, railwaymen but will  definitely help  the rail industry too.

All the Office Bearers of All India Railway Men’s Federation affiliates, office bearers of Northern Railway Men’s Union (Delhi Area) and a large numbers of delegates and members were present on this occasion.

A number of high officials of Railway Board, Northern Railway HQ’s office and DRM office, Delhi also graced this occasion with their benign presence.

Dear comrades, 

NO MUCH EXPECTATION FROM EMPOWERED COMMITTEE

We had two rounds of discussion with Empowered Committee. First when JCM staff side standing committee met with ECOS and the second when General Secretaries met with Empowered Committee of Secretaries under chairmanship of Cabinet Secretary.

Through Cabinet Secretary and empowered committee heard us very patiently, on each issue right from raising of minimum wage, multiplying factor, change in matrix, MACP formula in hierarchical scales/GP, no reduction in child care leave, and rates of HRA etc.

While, we have conveyed the ECOS about the importance of railways running 24×7 in all seasons and scarifies of railwaymen on duty the reaction was silence.

The issue of NPS was raised with all seriousness and we hope ECOS has taken serious note of it.

The decision of NJCA for deferring the strike to 11th July, 2016 has given the time for preparation and we hope that will be utilized for that purpose.

The Indian Railways is also facing a massive challenge in the form of restructuring as well as privatization and PPP model. The Government of India and Railway Ministry is pushing ahead the report of Bibek Deb Roy meant for restructuring of Indian Railways.

Anyway railways as well as railwaymen are passing through a very serious transition stage and we have to be in all preparedness to meet the challenges in future.

MINUTES OF THE DC/JCM (RAILWAYS) MEETING HELD BETWEEN RAILWAY BOARD AND STAFF SIDE ON 08TH & 09TH March, 2016

OPENING ADDRESS OF COM. SHIVA GOPAL MISHRA/GENERAL SECRETARY AIRF

Shri Shiva Gopal Mishra, General Secretary/ AIRF While thanking Official Side (Railway Board), Shri Shiva Gopal Mishra said, “there should be some priority for DC/JCM meeting”.
While speaking on women empowerment, Shri Mishra said, “I hope, for women empowerment, an initiative will be made from the Railway Board and two extra slots should be given to DC/JCM Members to accommodate women representatives of the Staff Side from both the federations”. “I fully believe that Railway Board is sensitive on the issue of women empowerment, Shri Mishra further said.
Shri Mishra emphasized on reimbursement of medical expenses to roadside station staff and asked to introduce a scheme where they could get hassle-free medical treatment at their doorstep.

20160311_112714Shri Mishra asked about the progress made in the matter of Cashless Smart Card Scheme which was to be implemented long back as assured by the then DG(RHS) and Member Staff, Railway Board in AIRF’s PNM Meeting with the Railway Board. Speaking about various welfare schemes announced by the then Hon’ble MR, Ms. Mamata Banerjee, Shri Mishra said, “treatment of parents of the railwaymen has not been started, no Medical, Engineering Colleges opened, not the “House to all Railwaymen Scheme” seen light of the day”. He emphasized on improvement in SBF as SBF has not been enhanced this year.
He stressed on Medical and Pass facilities to both parents of the railwaymen. He said, “Airlines in our country are giving travelling facilities to the parents of their staff”. Talking about establishment of Electric Locomotive Factory, Madhepura and Diesel Locomotive Factory Marhowra and outsourcing their maintenance for 13-year, Shri Mishra
said, “maintenance contract of trains sets to outside agencies is promoting privatization in Indian Railways”. He said, “we are not happy with the planning of the Railways in the way it is being done”. He further added that our survival is based on Railway’s survival, and in turn that is country’s survival.
Shri Mishra said, “Hon’ble MR has made very good announcements in his Rail Budget 2016-17, but where from money will come for these announcements”. Quoting example of CLW and DLW Shri Mishra said, “we are not less to anyone in technical skill, even then new ventures are being envisaged. We have heard that, a new venture for manufacturing EMU Coaches will be brought to Kanchrapara Workshop by some private company, whereas we have capacity to build them in ICF and RCF”. Shri Mishra further said, “in Kharagpur(SER), around 200 motormen are facing loss of one increment owing to non-mentioning of “Motorman/Driver” in Board’s orders in their case”.
While speaking on transfer policy, Shri Mishra demanded for two-year service condition instead of 5-year service, as was in the past because now due to fresh recruitment we have custom. He added, “handicapped and women employees should be given some priority in the transfer”. He further added, “orders from the Railway Board have been issued to keep a vigil on union officials particularly, which is very bad and needs to be immediately
withdrawn. There should be transparency in transfer policy for union office bearers”. Shri Mishra also asked for relaxation in compassionate ground appointment in transfer cases in Workshops. There is some embargo from Railway Board, which needs to be withdrawn. Talking about IRCTC, Shri Mishra said, “now we have heard that, Catering is again going back to IRCTC”.
Shri Mishra insisted, “before review, the issue should be discussed with the recognized federations”. Shri Mishra stressed on recruitment and regularization of Act Apprentices in the Railways. He demanded, “Board’s letter reg. recruitment of Act Apprentices through RRB/RRC should be withdrawn and General Managers should be empowered in this regard to keep industrial peace”.

Shri Mishra asserted on extension of LARSGESS to other categories of staff too. He stated that the issue of regularization of quasi-administrative staff is lingering with Railway Board since long and needs to be resolved early.
Shri Mishra further said that ALPs are not being provided CUG on ECoR as also Supervisory Staff of RCF/KXH. The same should be provided to them. Shri Mishra demanded that surplus panel of JAA recruited through RRB in Southern Railway should be transferred to South Western Railway.
Shri Mishra insisted on reiteration of Board’s orders for denture repair. Shri Mishra demanded for issuance of orders from Railway Board reg. manning of three coaches by the TTEs as was agreed one-year back with the Railway Board in a joint meeting.
Shri Mishra strongly protested against non-attending of GM PNM meetings by the SDGM/SWR/UBL and requested the Official Side to advise him suitably. Shri Mishra demanded for Cadre Restructuring in RCF/RBL and requested for its early implementation over there.
Shri Mishra demanded for screening of BG line staff of NER; which is pending since long.
Expressing serious concern, Shri Mishra said, “sanction has not been given for 126 posts in SPJ Workshop of ECR since 2015.
Shri Mishra demanded for creation of 14 posts of CMP Doctors in Central Hospital, Patna. He said that since there is lack of doctors in new railway zones, contractual doctors may be provided. Shri Mishra demanded that all Group ‘C’ staff should also be covered in SBF Scholarship Scheme as was agreed and was in force till last year.
Shri Mishra said, “some instructions had gone from the Railway Board not to fill the posts of the Sports, Cultural and Scouts & Guide Quota. If it is so, that should be withdrawn immediately”
Shri Mishra said, “taking attendance on a sheet by the Mate of railway trackmen is an exploitation of the staff. This practice should be stopped and they should be allowed to sign in the register. This is, particularly, a great harassment to women trackmen”.
Shri Mishra added, “SPAD needs to be reviewed suitably and harsh penalty of “Removal From Service” should not be imposed in case of SPAD cases”.

Shri Mishra emphasized on provision of Special Casual Leave and Passes for Safety Seminars being organized by the recognized federations.
Shri Mishra said, “there are around 4.5 lakh outsourced employees in the Railways. They are badly exploited. As a principal employer, it is the duty of the Indian Railways to save them from exploitation”.
Shri Mishra expressed serious concern on outsourcing of perennial nature works in the Railways. Shri Mishra spoke on retrograde recommendations of the VII CPC and demanded merger of Technician Gr. II & I, Gazetted status to Sr. Engineers and Supervisors, higher grade pay to Running Staff as also to restore the allowances and advances.
Speaking about ratio of representatives in DC/JCM Forum, on the basis of secret ballot elections, conducted for recognition of the federations, Shri Mishra said, “such issues should not be discussed in the DC/JCM Forum since this is already a settled issue in consultation with the DoP&T”.
Shri Mishra said, “Cadre review be kept in abeyance till next restructuring”. Shri Mishra further said, “it has been observed that, clarifications are given by the Railway Board quite erroneously on LARSGESS issues, which creates lot of problems. Recently a clarification has been issued to WCR on the issue of OSM, which is same as General Services in Electric Power group. CR was rightly implementing, whereas Railway Board had stopped it. This should immediately be clarified”. He desired to know the reasons for changing name of Rail Coach Factory Raebareli to
Modern Coach Factory. He further stated that RCF/RBL has 650 staff quarters and needs more quarters because no accommodation is available nearby. RCF/RBL needs a College up to Intermediate.
Shri Mishra also mentioned about sad incidence of Hubali(SWR), where an old building structure of Parcel Office collapsed, killing eight persons and injuring many, in which few railway employees had also been killed. It is a sheer negligence, needs proper investigation and fixing responsibility. He also advised the Official Side to locate and
remove such structures throughout the Indian Railways to avoid human loss. Shri Mishra said, “Railway Privilege Passes & PTOs should be allowed in Suvidha Trains”.
He also mentioned, “taking loans from various agencies will overburden the Indian Railways, and this over capitalization may collapse the Railways some day”.

Withdrawal of Railway Board’s instructions reg. Ticket Checking Squad – Stipulating five-year period and 2-years cooling off period

It is quite unfortunate that, above cited letter of the Railway Board has been issued without consulting the organized labour.

The said letter stipulates that, tenure of the Ticket Checking Staff working in the squad is fixed as five-year. The letter further stipulates that, a Ticket Checking Staff can work in a particular squad, only once in his life time, and on completion of five-year tenure, such squad TTEs can be posted to another squad only after the cooling off period of two-year, which can, however, be relaxed by the CCM concerned…..

Vide letters under reference, instructions have been issued to Railways for non-acceptance of qualification obtained through distance learning mode for the purpose of employment on the Railways.

2. Department of Higher Education, M/o Human Resource Development notification No. F.6-1/2013-DL dated 10/6/2015 published in Gazette of India on 2517/2015 has decided that all the degrees/diplomas/certificates including technical education degrees/diplomas awarded through Open and Distance Learning mode of education by the Universities established by an Act of Parliament or State Legislature, Institutions Deemed to be Universities under Section 3 of the University Grants Commission Act, 1956 and Institutions of National Importance declared under an Act of Parliament stand automatically recognized for the purpose of employment to posts and services under the Central Government provided they have been approved by the University Grants Commission.

3. Accordingly, it has now been decided by the Board that above instructions of M/o Human Resource Development be complied with for the purpose of employment to posts and services on the Railways.

4. Instructions contained in this letter will be effective from the date of issue of notification of M/o HRD i.e. 10/6/2015.

5. Cases finalized prior to issue of this letter need not be re-opened.

INVESTMENT IS MUST IN RAILWAYS – PRABHU

 Dear Comrades,

Shiva Gopal MishraOn 10th May 2016 Research Centre in memory of Late Com. Umrao Mal Purohit was inaugurated by Hon’ble Minister for Railways Shri Suresh Prabhakar Prabhu at the AIRF’s Head Quarter, 4 State Entry Road New Delhi.

Speaking on the occasion,  Shri Prabhu said, that investment in railways is required to extent two lakh crore per year in comparison  to present investment of forty thousand crore. He said that new technology is must for Indian Railway.

On this occasion, I expressed my as well as AIRF’s views that only public sector can provide quality service. Private Sector always run’s their enterprises to earn profit. All over the world privatization has compromised safety, and that is the reason that New Zealand Railway System has been brought back in the government control after privatization. The Australian rail track has also been bought back in the Government control. Similar situation is with the Indian Railways where catering services were brought back in the Railway’s control, but again they are trying to pass it on to IRCTC.prabhu suresh

The Research Centre will collect data nationally and internationally to defend our rights and safe guard the interest of Railwaymen as well as Indian Railways. This is the reason we have given slogan of “Rail Bachao Desh Bachao”. The government is willing to bring Regulator. The government is also trying to merge some of the caders. All the above exercises will be detrimental to the interest of the users.

Though, Hon’ble Railway Minister had appreciated All India Railwaymen’s Federation and its leadership for taking visionary step for Research and Development, also appreciated the railwaymen by saying that “without them we cannot function”.

Comrades! AIRF has also took decision that we have to be in all preparedness for 9th June, 2016 for giving strike notice and strike from 6:00 hrs of 11th July, 2016.

Let’s prepare for a decisive struggle.

In terms of Railway board’s instructions issued vide their letter No.PC-69/PP-1/I dated 05.05.1969 and No.E(P&A)II-76/PA/1 dated 22.06.1977(Annex-I & II), the Running Staff officiating in higher grades for less than 30 days may be paid officiating allowance enhanced by 15% of the kilometrage actually performed for every higher grade in which officiating above the posts in which they are working i.e. a Goods Guard/Driver put to officiate in Mail/Exp. Dear Sir,

Sub: Payment of Officiating Allowance to Running Staff in higher grade up to 30 days- Error in        placing bracket in Rule 913(i)(a) of IREM-1

In terms of Railway board’s instructions issued vide their letter No.PC-69/PP-1/I dated 05.05.1969 and No.E(P&A)II-76/PA/1 dated 22.06.1977(Annex-I & II), the Running Staff officiating in higher grades for less than 30 days may be paid officiating allowance enhanced by 15% of the kilometrage actually performed for every higher grade in which officiating above the posts in which they are working i.e. a Goods Guard/Driver put to officiate in Mail/Exp. Link be paid officiating allowance at 30%. These letters also contain instructions for payment of officiating allowance to fireman etc. at 30% instead of 15% when put to officiate in higher grade.

The above noted instructions were also reiterated by the Running Allowance Committee, 1980 in its recommendations approved by the Board and both the federations. The recommendations after acceptance by both the Federations were made Rules and circulated vide Board’s letter No.E(P&A) 11-80/RS-10 dated 17.07.1981 (Annex. – III) and also incorporated in Chapter-IX of IREM –I (1985 Edition). The instructions of Board’s letter ibid dated 05.05.69 and 22.06.77 were consolidated by the RAC-1980 into one sentence in sub-para-3(11) by adding a Bracket as under:-

Sub-Para-3(11)(a) When running staff are put to officiate in a running post for 30 days or less, they will be paid pay admissible in the lower grade plus running allowance at the rates and on the condition applicable to the higher grade in which they officiate enhanced by 15% (except in the case of Fireman ‘C’ put to officiate as fireman ‘B’ and Engine Cleaners put to officiate as fireman ‘C’ for whom the enhancement will be by 30%) of the kilometrage actually performed for every such higher grade.

In the above instructions the Bracket commenced after the figure of 15% and closed after the figure of 30%, but in Rule 913 (i)(a) of IREM-1 (1985 Edition) there is printing error with the Bracket starting correctly before the figure of 15% but not closed. (Annex. – IV). Again in the 2009 edition of IREM-1 there is again printing error in Rule 913(i)(a) as the Bracket has commenced correctly before the figure of 15% but erroneously closed in the end of the rule after the word “higher grade” (Annex. -V).

The divisional Administration of Delhi Division is misinterpreting this Bracket with the argument that “for every such higher grade” does not apply to the Goods Guard/Driver who will be paid only 15% officiating allowance for officiating in passenger as well as Mail/Express Link. Wrong placement of Bracket in rule 913(i)(a) of IREM-1 (2009 edition) has created a confusing as well as an anomalous condition and also caused a controversial situation between the contents of Board’s letters ibid  dated 05/05/69,22/06/77, 17/07/81 and Rule 913(i)(a) of IREM-1.

It is requested that the Railway Board may be requested to make modification in Rule 913 (i)(a) by placing the Bracket at a proper place as printed in Sub-rule3(11)(a) of RAC-1980 recommendations circulated under Board letter ibid dated 17.07.1981.

Subject: Special benefit in cases of death and disability in service – Revision of Disability Pension/Family pension of Pre-2006 disability pensioners/ Family Pensioners -regarding.

The undersigned is directed to say that the pension of pensioners/family pensioners who were drawing pension/family pension as on 1.1.2006 under the CCS(EOP) Rules was to be revised in accordance with Department of Pension & Pensioners’ Welfare OM No.38/37/2008-P&P&W(A) dated 1.9.2008. Accordingly, instructions were issued vide this Department OM of even number dated 30th September, 2010 for extension of benefits of modified parity to past pensioners for revision of disability pension/family pension covered under CCS(EOP) Rules.

2. Orders were issued vide this Departments OM No.38/37/2008-P&PW(A) dated 28th January, 2013 for further stepping up of normal pension/family pension to 50%/30% of the sum of minimum pay in the pay band and grade pay corresponding to the pre-revised pay scales from which the pensioner had retired, as arrived at with reference to the fitment table annexed to the Ministry of Finance, Department of Expenditure OM No.1/1/2008-IC dated 30th August 2008. It was decided to extend this benefit to pre-2006 disability pensioner/family pensioner covered under the Central Civil Services (Extraordinary Pension) Rules vide this Departments OM of even number dated 20.11.2014…………..

Dear Comrades,

                We hope you must have gone through our communication dated 26.5.2016 detailing the brief discussions, we had with the Cabinet Secretary.  We had, as you are aware, done everything possible at our end to bring about a negotiated settlement on the charter of demands, we submitted to the Government immediately after the submission of the report by the 7th Central Pay Commission. i.e. on 19th November, 2015.  On 19th May, 2016, we have crossed the six months period since the Commission submitted the report to the Government.   You are aware that the Commission had concluded their deliberations and prepared their report in Feb. 2015 itself but was delayed by the unwarranted intervention of the present Government.   Even on the first occasion when we met the authorities after the submission of the report by the 7th CPC we had conveyed the anguish and anxiety of the employees over the delay especially in the background of the denial of the interim relief and merger of DA.  We had pointed out that unlike in the post the employees had not been granted any financial help in the  form of interim relief or DA merger even in the face of the unprecedented erosion of the real value of wage due to the high level of inflation in the economy.  We had then requested the Government the need to  take an expeditious decision over the recommendations of the 7th CPC, at-least on the core issues pertaining to wage revision.

                In the absence of any formal meetings or fruitful negotiations which had been the practice at all earlier occasions,  the rumour mongers who represent none, had a field day.  The NJCA had been in constant touch with the authorities.  You will recall that at the request of the Cabinet Secretary, when we met him on Ist March, 2016, we deferred our decision to go on strike in April, 2016.  The empowered Committee set up by the government could have met the JCA leaders during the months of April and May and could have discussed the various pros and cons so that by the end of May, certain views could have emerged on all matters.

                It was in this background that the National JCA met on 3rd at the Staff Side office.  The meeting considered the piquant situation that has emerged due to the wanton inaction on the part of the Government,  despite the NJCA agreeing to defer the strike action.   The meeting, therefore, came to the inescapable and inevitable conclusion unanimously that in the face of the nugatory attitude of the Government, we must adhere to our earlier decision to tread the path of struggle and serve the strike notice on 9th June, 2016 to commence the indefinite strike action on 11th July, 2016.  The meeting also decided to exhort the constituent organizations to mobilize their members without losing any time as the time available for preparation being very short  i.e. hardly a month.  I am also to convey to all of you the following decision taken at the meeting and appeal to you to create a vibrant situation throughout the country to convey the impression to all concerned that we  stand united with determination.

  1. Every Association/Federation/Union and all its units will serve the strike notice on 9.6.2016 by holding massive demonstration at all work places.  The strike notice shall have the 11 point charter of demands (copy enclosed) and the respective organizations can include their department-specific demands as Part B of the charter of demands.
  2. The Constituents will plan and execute a massive mobilization campaign to cover each and every employee/worker in which all the National and State leaders must take part.
  3. The Unions/Federation/Associations will suspend immediately all ongoing negotiations with their departmental heads/authorities and concentrate on the mobilization campaign.
  4. On 24th June, 2016, a massive united demonstration under the auspices of the NJCA will be held before the Parliament. The constituent organizations will decide upon the quota for each State Unit and communicate the same so that the state units can take necessary steps to ensure that their members reach Delhi on 24th.
  5. The NJCA (CHQ) will write to the leaders of all the Political parties as also the Central Trade Unions seeks their support and solidarity as also explaining as to why the NJCA had to take the extreme step of organizing the strike action.
  6. All the Constituent organizations and the State Units shall write such letters to the members of Parliament of their respective States and shall make efforts to meet them in person to seek their support.
  7. All the State Units of the Constituent organizations either jointly or independently organize Press Conferences to cover the Print and Electronic media.
  8. The NJCA(CHQ) will hold such a Press Conference at Delhi on 23rd June, 2016 i.e. just one day prior to the mammoth demonstration planned before the Parliament.
  9. The Constituent organizations will get in touch with the Associations/Federations of the retired personnel both at the All India and State levels to seek out their support for the strike action and enlist their participation in all demonstrative programmes organized by the working employees in support of the strike. The Pensioners organizations may be informed of the Government decision to reject the recommendation of the 7th CPC to provide Option No. 1 to the Pensioners as an alternative pension fitment formula.
  10. The constituents will also seek the participation of those organizations in their respective organizations who are not associated with the NJCA being not participants in the JCM Scheme.

We appeal to all constituents and through them each and every member of the Central Government employee’s community to take all out efforts to make this historic decision an all time memorable event, which must go into the history as the largest participated strike action of the Central Government employees and workers. We must consider this as a really historic moment provided to us by the harsh turn of events and as an opportunity to reassert our strength, unity and determination not only to win laurels today but to function as an effective bargaining entity for years to come.

We are fully aware of the enormous task ahead and equally aware of the possible response, a brutal Government might take in the circumstances.  Without minimizing the impact of such as retaliatory action on the part of the Government (from our experience in the past) we  know that no power on earth will be able to subdue  our unity and determination and we shall march forward well realizing that the ultimate victory in all struggles belong to the working class.

                The National Joint Council of Action of Central Government Employees organizations participating in the Joint Consultative Machinery i.e. the workers and employees of the Railways, Defence, Postal and all other Central Government departments, has decided to serve the strike notice for an indefinite strike action commencing from 11th July, 2016 on 9th June, 2016.  The strike notices will be served by all the Constituents separately on their respective heads of the Departments on the stipulated date of 9th June, 2016.   The strike has become inevitable due to the nugatory attitude of the Government over the charter of demands submitted more than six months back and despite deferring the strike action earlied decided to be organized in the month of April, 2016 at the instance of the Government.

The 7th CPC submitted its report to the Government on 19th November, 2015 even though the Commission had concluded their deliberations as early as in Feb. 2015.  The delay in the submission of the report itself was caused by the unwarranted intervention of the Government.  It is now more than six months that the report is with the Government and the empowered committee set up by the government had neither come to any conclusion thereon nor has it caused any meaningful negotiation with the leaders of the Central Government organizations so far  Exasperated over this highly nugatory attitude of the Government and the delay, the NJCA which met yesterday had to take this decision to go on indefinite strike from 11th July, 2016 onwards.  The list of demands on which the strike action is organized is enclosed.  We also enclose a copy of our communication, we have sent to our constituents, which explains the circumstances and issues.

  1. i) No privatization/outsourcing/contractorisation of governmental functions.
  2. ii) Treat GDS as Civil Servants and extend proportional benefit on pension and allowances to the GDS.
  1. No FDI in Railways & Defence; No corporatization of Defence Production Units and Postal Department.
  1. Fill up all vacant posts in the government departments, lift the ban on creation of posts; regularize the casual/contract workers.
  1. Remove ceiling on compassionate ground appointments.
  1. Extend the benefit of Bonus Act,1965 amendment on enhancement of payment ceiling to the adhoc Bonus/PLB of Central Government employees with effect from the Financial year 2014-15.
  1. Ensure Five promotions in the service career of an employee.
  1. Do not amend Labour Laws in the name of Labour Reforms which will take away the existing benefits to the workers.
  1. Revive JCM functioning at all levels.

CHARTER OF DEMANDS – RAILWAYS

  1. Improve Minimum Wage of Rs.18000 and correspondingly improve Multiplier Factor for pay fixation. Reject all retrograde recommendations of VII CPC.
  1. Scrap New Pension Scheme(NPS) and restore Old Pension Scheme, to be made applicable to those railway employees employed on and after 01.01.2004 as recommended by Hon’ble MRs’.
  1. Settle AIRF’s Charter of Demands, submitted to Government and Ministry of Railways on 12.2013, 28.01.2014, 03.07.2014, 07.07.2014, 11.09.2015 and 10.12.2015, which include, removal of anomalies of 6th CPC, implementation of agreements reached for merger of Technicians, grant upgradation of Apex Group `C’ posts to Group `B’ Gazetted, replacement of Pay Band and Grade Pay of various categories, removal of salary calculation ceiling for ensuring payment of PLB on actual wages, grant of parity in case of Railway Stenographers with those working in Central Secretariat Services, duty hours of all categories of Railwaymen should not be more than 07 hours, including duty hours of Loco & Traffic Running Staff from “signing on” to signing off”, improvement in railway quarters, medical facilities, creation of new posts for new assets/services without insisting on matching surrender etc., sanction additional staff in commensurate with introduction of new trains, extension of railway lines, setting-up of new stations and for maintenance of additional assets, ensure career improvement of Safaiwalas/Safaiwalis in Railways, SPAD definition to be reviewed to prevent harassment/victimization of Running and Safety Staff, absorption of quasi-administrative units/offices staff against GP Rs.1800(PB-I), setting up of multi-disciplinary training institute to impart training in rail related electronic technologies to the wards of Railway employees, induct Course Completed Act Apprentices against safety vacancies, settle all pending grievances etc.  
  1. Scrap report of Bibek Deb Roy Committee and implement positive recommendations of High Power Committee(D.P. Tripathi Committee) on Running and Safety Categories Staff.
  1. Recall FDI Notification of Government of India dated 22nd August, 2014 in Construction, Operation and Maintenance of Indian Railways and scrap all the agreements entered with Foreign Companies as well as National Companies, which are detrimental to the interest of Railways and the Nation.
  1. Injustice done to Railway employees, like Technicians, Technical Supervisors, Loco & Traffic Running Staff, Operating Staff, Medical Categories etc. in respect of allotment of 7th CPC Pay Matrix levels and promotional scope should be done away with and justice administered.
  1. Ensure parity in pay structure and promotional scope for Common Categories with those working in the Central Secretariat/Ministries.
  1. Ensure payment of Productivity Linked Bonus(PLB) @ Rs.7000 p.m. for the year 2014-15, as was done in October 2008 when salary calculation limit was revised from Rs.2500 p.m. to Rs.3500 p.m.

On the clarion call of the National Joint Council of Action (NJCA), against the retrograde recommendations of the VII CPC, 11-point Charter of demands of the Central Government employees as also non-settlement of long pending genuine demands of the Railwaymen, Northern Railwaymen’s Union (NRMU) and Uttriya Railway Mazdoor Union (URMU) organized  huge demonstration at General Manager ,Northern Railway Office, Baroda House New Delhi  on 9 June 2016. On this occasion the employees of  Northern Railway participated in mass demonstration with full enthusiasm with holding banners in  hand and  shouting  slogans for early redressal of their long pending genuine demands.

Addressing the huge gathering, the Convener of the NJCA and General Secretary AIRF, Shri Shiva Gopal Mishra said, “there is serious resentment among the Central Government employees in general and the Railwaymen in particular against retrograde recommendations of the VII CPC and non-settlement of their long pending genuine demands. He further told  that in the meeting with Cabinet Secretary with NJAC held on  1 March 2016 the Cabinet Secretary demanded some more time for the Government to consider the demands of the employees and in the wake of Assembly Elections in 5 states in imposition of “Code of Conduct”, the earlier Indefinite Strike that was scheduled to commence from 6.00 AM from 11th April 2016 is been differed to 11th July 2016, but the strike would be inevitable, in case the Government does not amicably settled the long pending legitimate demands of the Central Government Employees during this span of time. He said that to we will be serving strike notice to our General Manager SHri A.K. Puthia .

Shri B.C. Sharma, Jt. General Secretary/NFIR said that , the strike has become inevitable due to the nugatory attitude of the Government over the charter of demands submitted more than six months back and despite deferring the strike action earlier decided to be organized in the month of April, 2016 at the instance of the Government.

Shri S.K. Tyagi, President/NRMU  said to addressing the gathering that Central Government should accept the genuine demands of Railway employees immediately, otherwise railway employees are fully prepared to go on Indefinite strike from 11th July 2016.

Shri S.N. Malik    President of URMU do supported strike and asked raiilwaymen to be prepared for Indefinite Strike from 11th July 2016.

Convenor of NJCA Shri Shiova Gopal Mishra further  told that today on the clarion call of NJCA, all the affiliates  of JCM has given strike notice to concerned General Managers/Administrative officer of his railways and other Central Government organization for going on the Indefinite strike from 11 July 2016 from. 6-oo AM onward.
